 في ظل سيطرة الاحتلال الإسرائيلي على إنتاج الطاقة في فلسطين – استقلال الطاقة أولاً لا توجد حرية بدون بنية تحتية تدعمها، هذه هي النتيجة التي تصل إليها عندما يحدثك الخبير الفلسطيني الدكتور رياض الهودلي عن وضع الطاقة في الأراضي الفلسطينية المحتلة. مهندسو معاهدة أوسلو كانوا رفعوا شعار “غزة أريحا أولا”  لكن هذا المشروع لم يؤدي.
